If you don't want to go to all the trouble of installing Ubuntu and
something free (or other linux distributions yourself, then VMWare player
with a preconfigured Ubuntu (or other) VM.

If you want to do the install yourself and you don't mind paying money,
then probably VMWare Workstation.  If you want free, I'd go Virtual PC.
