AHA!!! It is definetly systemd based then. I am planning to build a systemd
based boot shortly on the x86_64 machine so I may be able to help you out with
this. I seriously doubt dosemu will work on that given the MAJOR differences
between what you used to have working to what you now have thanks to gentoo.
Also on a systemd based system d-bus is a must and udev is an internal systemd
udev thingy rather than a seperate udev app which sysvinit based systems have.
You could revert back to the working gentoo that you used to have working if
dosemu is all that important to you. BTW what does 'lscpu' have to say? If it
is possible to use KVM (Kernel Virtual Machine) then that would be VASTLY
superior to have a virtual DOS system and totally eradicate dosemu from your
system(s). I haven't checked lately but it wasn't all that long ago that qemu
supported running DOS in virtual space. Also possible to virtualize ARM based
systems while you're at it. That might have far more use these days then DOS.
