Do all your folders (not just the recycle bin) open that way by default? If so, it is possible that the default double-click action has been changed from "open" to "explore". To see if this is the case, 1. Open My Computer 2. Select Tools, Options 3. Select File Types tab 4. Select the "Folder" entry in the list (not "File Folder") 5. Click Advanced 6. See which entry (explore or open) is highlighted, if any. 7. Select "open" and then click "Set Default" This if for XP SP2. Adjust as needed.
