Not knowing exactly what those 'rumours' are, I can't tell you whether they
are or aren't, or even whether your tests are valid in testing it.

Did you try different memory models?  Small model (near data and code) does
have a heap max of 64K - probably something less, actually, since the heap
and stack share the same segment - but this isn't going to be the case with
some of the other memory models.

Alternatively, you might look at other operating systems which offer a
32-bit environment on the PC. Flat model's "limitation" is
somewhat larger.
