I get free shipping here, usually delivered two days after it leaves Dell. 
When I bought my laptop, I configured the same system on HP and Dell, and
Dell was cheaper, much cheaper.   Also, Dell allowed me to
specify better components (like 7200rpm drive instead of 5400rpm).

Maybe Dell has special shipping rates and prices for non-US folk....
