Tell him to look at the Cyrus project (or something similar to that name). 
I may have the name spelled incorrectly.  It brings a Unix like development
environment to Win32 boxes.  I believe a GCC port is part of the
environment.

There is also Open Watcom available for Win32, DOS and OS/2 environments.  

Another might be DJGPP (if I remember the acronymn correctly).  GCC and
DJGPP will bascially be for command line based programs, unless you know
how to write up the needed headers, and link info for DLL's to access
native Windows DLL's....  I think Open Watcom now has the needed hooks to
generate naive Win32 GUI based apps, but I haven't been looking for
that....
