In VICE you might want to start the Japanese version of the C64 which has
not only different colors, but surprisingly also a different number of
free basic bytes. Although it's not really red.

If you want other colors you might need to modify the firmware. More
precisely the registers filling $D021 and $D020 (frame- and inner
background color).
