The believing are those who believe Christ, the Scriptural gospel he showed
the world to begin the Protestant movement:
The moment we trust Christ alone for salvation, he regards his
righteousness as ours so that we have eternal life.

Eternal life comes the moment that anyone transfers their trust for
salvation to Christ alone from off of all the things the world trusts in,
even things to definitely do but never trust to save, such as, personal
commitment, repentance, surrender, baptism, church, sacrament, giving.

The unbelieving are those who do not believe Christ, that his righteousness
is that required for salvation. Christ will take none of those who are
trusting in their own righteousness
at the Rapture of the Church:

Anyone who does not listen to him
will be completely cut off from among his people. (Acts 3:23 NIV)
