No. My terminal uses KOI8-R, but I read the messages in golded, which converts
them from CP866 to KOI8-R on reading and back on writing.
So, the /bin/vi (actually, vim-minimal) works with text in KOI8-R.

Golded doesn't support UTF-8, as it's designed with "1 symbol == 1 byte" in
mind, and there's very large amount of code to rewrite for making it support
multibyte characters.
However, I'm just happy with KOI8-R in almost all applications, and switch to
UTF-8 only when I work with Chinese text.
