They have been for some time.  Quite a few of the "boat people"
fleeing Vietnam after the North Vietnamese invasion were former
VC.  Since they already knew how to run a revolution the new
masters had them scheduled for "re-education," imprisonment or
just plain old execution.
The North and South Vietnamese have never gotten along.  The
"unification" of Vietnam was nothing more than a ploy for the
North to involuntarily annex the South.  Also remember that the 
recruitment method most frequently used was to select several 
"volunteers" who either became VC or watched their entire
families executed.
