That's probably the best explanation I've heard so far.
The two or three phone-type signals I've been able to match up (find the same
broadcast as the one near 1100 MHz) have been in the cellular range, about
230-235 MHz below where the 2035 is finding them. Haven't matched up any of
the two-way-radio-type signals yet.
