Do you have an S register to control maximum symbol rate? If so, try
setting it to 3200. You'll still then have the possibility of a 28k8
connect (subject to line conditions)

It's because implimentation of V34 spec is up to individual manufacturers.
Early Zoom V34 did have a max symbol rate negotiation problem too (inbounds)
until it was fixed by ROM update. Another example is USRs which, when the
2743 symbol rate is not shown as supported (calls from all Rockwell
chipset-ed units) will _always_ negotiate a max 3200. (unless, like
Supra have done with their latest Flash code, -18, the max available
speed above 28k8 is projected in the INFo packet which then allows
33k6 connects)
