Did you updated your 3.11 setup with all the latest drivers from the
patchlist (see http://support.novell.com)

Probebly you did not have the update monitor.nlm
If you have new hardware, you MUST use the latest serverpatches in order to
get it stable, at least the patches from 311PTG.EXE and replace the loader in
server.exe if you use a pentium machine with PCI... And, if you are
installing a new server, just apply al the basic patches that are available
for NW3, including LIB311, and LANUPx/ODI33D and the utility patches...
Here a few lined from the readme, related to the problem you described:
=== Begin ===
The following files are necessary for NetWare v3.11 when using the files in
the 32SPEC directory structure:
MONITOR.NLM v1.75 or higher.
(Currently v1.76 is contained in MON176.EXE. If MONITOR.NLM that
shipped
with NetWare v3.11 is used the file server will ABEND when viewing LAN driver
statistics.)
LSLENH.NLM contained in the 32SPEC\31X\311 directory
(This patch adds LSL enhancements to NetWare v3.11 and must be loaded
prior to loading MSM31X.NLM. MSM31X.NLM will not load on NetWare v3.11
nless
LSLENH.NLM is loaded first.)
==== End ====
See, if using NW3.11 on newer servers of with newer hardware, be sure to
apply all the patches and enhanchements first, or you have problems. Note
that hardware has changed allot since nw3.11 was released, almost 10 years
