V.42 indeed will if fully implemented.  It provides for an 8k dictionary, but 
most modems still only use 2k.  The Hayes Optimas and some others will use 
the full 8k and can do the 8:1.  Problem is that not many systems can do the 
230k dte rate needed to do it at full speed.
