 I have heard not a single word about this, but I will inquire around.
 All 9-1-1 calls in the City of San Diego go to the Police Department.
 If it's a medical or fire call, it's transferred to the Fire Department.
 With the volume of police-related calls alone, I can't see where the
 total number of calls has decreased significantly.  Keeping in touch
 with both of my former departments via a scanner, the PD and FD seem
 to be at least holding steady in emergency dispatches, if not actually
 actually increasing.
... Dispatchers tell cops where to go.
