Try doing a web search for the part numbers, you should be able
to find datasheets which will show the pinouts. I think there
are some sites that have the MOS Tech. chip information all in
one place, but I don't have those bookmarks with me now.

The C64 schematic should show you what the pins do, if you know how
to read it.

That may detect a common failure mode in the PLA IC, but it isn't
a solution for testing all ICs. Some are designed with a
resistance between GND and outputs or inputs.
