Aside from the usual federal "no cellular" laws, I'm not aware of any laws 
limitting the use of scanners at the state level.  I suspect there may be 
some laws concerning listening to non-cellular phone conversations (mobile, 
cordless, etc), but have not been able to confirm it.  Some cities outlaw the 
use of scanners in vehicles, but the state does not.
Actually, I'm probably the worst person in the world to answer this question, 
now that I think about it...
... Amateur Radio Operators do it with much greater frequency!
