It isn't being preloaded in the US by any major OEMs.  Probably because MS
has found another way to keep the lid down tight.  At least for the moment.
 HP is offering it in China and possibly India, I can't recall. IBM is
talking about offering it in India as well.  Not in the US.

Dell's off and on offerings don't really count because you still have to
pay for Windows whether you get Windows, Linux, DOS, or no OS at all.
