Here's what you do:

-- Go to http://www.filegate.net/echolist/ and get the latest elist archive.
There's directions in there on how to properly submit an echo creation request
via email or netmail.

-- If you want your echo carried in the US, you'll need to post the elist bot
reply message in full into the Z1_BACKBONE echo where it will be put into
distribution.  Generally if you get it into the Z1B, you can get it carried
internationally easily.

It's really not very hard to do but can be a little confusing at first.
