Start up a casual conversation with the owner. Comment on the bird, and
mention that you keep multiple birds. Politely ask if they know that
birds need more than sunflower seeds to stay healthy. Offer to drop off
an issue of Bird Talk (one that discusses nutrition), and/or invite them
to a bird club meeting.

Tact can be a useful tool. Do the same thing in writing that you'd do in
person--just mention that you keep birds, and make a few simple
recommendations for upgrading their bird's care. Offer to drop off an
article or magazine at a later date; mention the bird club.
The big thing to remember is that you can't MAKE anyone do anything. You
can only suggest, and then hope to heck they take your advice.
