That's precisely what I thought when I read it, too.

Remember the guy a few years back who came up with the "Assassination
Politics" idea?  I believe his name was Jim Bell, misfit tax
protester, really loopy paranoiac.  His scheme was to target
"oppressive" Federal agents by setting up a lottery pool for
people to donate an assassin's fee.  The participant logging the most
accurate guess about the date of the listed assassination would win the
money, on the theory that they must have done it.  I wonder if the Feds let
him out of prison yet....
