   If you are getting 'overrun' errors, this usually would  indicate a
problem with the serial port and not the modem.  If you are operating at
high DTE rates and are using one of the older 8250 or 16450 UARTS, this
may result in the serial port being 'overrun' with too much data.  What
kind of UART do you have in the serial port?
   You can indeed *force* a 28.8 connection with no fallback, but this
certainly wouldn't be recommended.  Most phone lines will not support
consistent carrier speeds of 28.8.  You could try using the "AT"
commands ATS37=15N0 in your init string.  This will force the modem to
negotiate only for a 28,800 bit/s carrier.  It will, in most cases,
result in a failed connection.
