''This could be an amazing incentive,'' said David Bennett, the executive director of the state Film, Entertainment & Music Commission. Bennett calls the plan ''unusual and remarkable.'' Indeed. Because here's the naked truth: One criterion a lawmaker wants for the moviemakers to get the cash is that their films must show the ''best side of woman'' and show Tennessee in a favorable light. Critics say that such Pollyanna plans raise issues of censorship, with Tennessee deciding what movies get a subsidy and which don't. .... As part of the incentive plan, Miller (Rep. Larry Miller, D) said he wanted to use the cash so producers would ''Give us films to show the better side of women.'' ....
