Actually I suspect iit doesn't matter which one is 'on top' .

I run ZA firewall (it is an *old* version 'cause I don't feel like poking
around in the registry to uninstall and then upgrade - but it does what I
want it to do).  I also run CA;s eTrust AV and the 2 have happily 'played'
together for several years until I upgraded the AV in the summer.  That d/l
included the shell for CA Security Suite and their fireall is apparently
based on the True Vector engine from ZA. So now it thnks that the CA
firewall is installed with an expired license and won't let the AV
autoupdate program connect unless I shut down ZA!  But....it doesn't block
the application that 'needs' to phone home several times a day and doesn't
update my subscription expiry date if I don't let it!  Arghh!    Do you
think I can get a
straight answer from CA about what's going on?   HAH !!
