There are free icons, icon libraries, and paint programs available
elsewhere on the web.  I use a few myself.

This is what comes from windows, mice, and GUIs.   85% resource hogging eye 
candy and little true functionality.

Certainly not, you can change e.g. the icons used for links on the desktop

easily in windows.  That need not be a function of the editor.
