  This will have some effect against one class of spam - those with web
sites, and that's a good thing.  Because it supremely ticked off
Pharmamaster, it probably is effective.    It won't solve or eliminate
spam, but may start a trend that may open a crack in the spammer's
currently unchallenged rule of law.

   It will have no effect against stock pump N dump spam.
