Not the administration but Janet Napolitano  Secretary of the Department of
Homeland Security. The claim was made when she refused to call the incident
in NYC an act of terrorism or the person they are looking for a terrorist.

This was on Fox and Friends early this morning, so she may have been
corrected by the boss and flip-flopped by now.
