That makes sense, but smartphones do it already, along with other tricks
like varying the CPU speed depending on system load. Still nice to have the
API exposed so apps can gain a bit more control. Really though, the CPU is
the biggest power hog.

Yes, that'll leave a bit more power over for the CPU. Which some dumbass
will promptly squander by writing apps in Java - but that's another rant.
