I remember back in about 1960 my parents griping about second and third generations living off the fairly generous California welfare system. People were literally moving there in order to get those welfare checks, which usually were bigger than the ones they were getting where they were. CA tried to establish residency requirements before one could receive welfare benefits, but the federal courts shot that idea down - IMO a bad decision.
