How can a vice president deregulate or regulate anything? Even if he could
have deregulated such a thing, how does this lay blame at Haliburton's
feet?

Also, if you'd read something other than things you agree with, you'd know
that US offshore wells employ them as well. This was one of a very few that
did not have one yet.
