For V.FC line conditions have to have improved for 60 secs before
fallforward occurs, 2 secs for fallback to occur.  Same for early
V34s.  Latest V34s the fallback time is same, but fallforward
occurs after 20 secs.  This is usual Rockwell-oid configuration.
Supra 336+ have some settable extra S registers which control the
"agressiveness" of initial line probe. also offered is Quick Disconnect
%e3 which will disconnect if the line conditions deteriorate below
initial supported connect after 2 secs.
Various USRs have different fallback/fallforward setups for
different models, and even different FlashROM files for Couriers.
Often, they'll negotiate at a lower speed, then fallforward to
a higher speed immediately after connect.
