It's an interesting tool.  I guess to have more effect on those who
actively take orders, more info/digging would be needed to broaden it's
ability to send bogus orders to different groups of sites.  It seems to
send orders in a randomized time frame.  I could imagine it would be even
more effective if thousands of people were doing this at once, to multiply
the effect, and possibly kill their merchant account (CC fulfillment
relationship).
