generally speaking, all fidonet echos are public... some just have restricted
access...

as for a document, that would be the rules posted in each echo if they post
rules at all... it used to be the most all echos posted the rules at least once
a month but with the dearth of posters these days, that doesn't happen so much
any more...

restricted access: some areas may be limited to only members of a zone, region,
or net... some may be restricted only to sysops... some allow prospective
sysops in addition to sysops... it really depends on the targetted market...

you might find some more information in the echolist but most of that would be
old as there's a new echolist project being developed since the last maintainer
passed away a year or so back...
