Depends.  :)

You can put whatever HTML you want in the doc.  You can also validate an
html document against one or more of the following standards:

HTML 2.0
HTML 3.2
HTML 4.0
XHTML 1.0 strict
XHTML 1.0 transitional
XHTML 1.0 frameset

plus some other stuff...
