FBI details corrupt furniture purchase by Dallas superintendent

DALLAS -- An FBI affidavit unsealed Wednesday paints a picture of
former Dallas schools chief Yvonne Gonzalez as a deliberate and
determined crook, with people at her side who knew how to help.

The court document describes a shopping trip, barely three weeks after
Gonzalez became superintendent of schools, on which she and her
administrative assistant threw together an almost casual plot to
embezzle $16,000 for bedroom and office furniture.

The bedroom set was for an apartment she kept in addition to the home
she shared with her husband. The office furniture was bought to
circumvent budget restrictions on renovations.

The assistant cited in the affidavit, Freda Jinks, told Gonzalez in
January that the school district bought office furniture all the time
and there was a way to disguise the purchases. Gonzalez told the
assistant to be sure not to leave a "paper trail."

Gonzalez agreed Tuesday to plead guilty to federal embezzlement
charges. In return, U.S. Attorney Paul Coggins agreed not to pursue
charges of obstruction of justice for trying to coerce her assistant
into lying and falsifying evidence. She faces a penalty of anything
from probation to 10 years in prison and a $250,000 fine.

Jinks' call to the FBI followed a series of public revelations of
duplicity by Gonzalez and her top staff, some in the Observer and some
contained in a sexual harassment lawsuit against Gonzalez by Matthew
Harden, her chief financial officer at DISD.

Gonzalez's primary residence was a house she occupied with her husband.
The purpose of the additional apartment in an expensive area of Dallas
has not been made clear.
