Someone who doesn't have a company email account or an ISP.  Like me.
I use the local library's computers to access the Internet on the few occasions
where I feel the need to.  Out here in the boonies the phone lines are too old
to provide a connect at a speed greater than about 26KB; DSL and ISDN are not
options due to distance (and Qwest doesn't offer ISDN out here anyway, their
junk mail advertisements on the subject to the contrary).  Since I don't have
$700 upfront for installation and $100/month for satellite service I'll have to
live without home internet service (and cable TV).
