This is a ranch outside the city of Polarus. The rancher is known to be a
vulcan, an expert in pastoral science, animal science, and related animal
and pastoral ecology. He is middle aged and is thought to have been a
colonial administrator (low ranking) in his younger days before taking up
ranching as his current profession. When he encounters those who suggest
he has enslaved animals, he retorts with circle of life notions. He is
respected in Polarus, and has been asked to offer advice on ecological,
enviromental, and water issues. He has served in committees when asked,
provided assistance when summoned, but seeks no role in the town and does
not desire to administer others any more.
In fact, the rancher is a Romulan agent. He is not spying on anyone, and
engages in no direct espionage. Sometimes he takes notice of something
that he passes along. His role is to provide a safe house and base in the
sector for Romulan intelligence. He might be thought of as a station
chief, though he runs no local espionage activity. He has a large catche
of supplies well hidden on his ranch. His ranch is isolated and the
occasional clandestine visitor goes entirely unnoticed. The rancher has a
deep cover. His role is to facilitate Romulan espionage, not to engage in
any such activity himself.
His earlier occupation as a colonial administrator was an attempt to
penetrate the Federation bureaucracy, but was abandon when our Romulan's
skills were deemed better suited to a deep cover role than to a direct
mole.
Let's call him Sovek.
He has had a romantic affair with Laura, a human veteranarian. They are
still on good terms.
I wouldn't use Sovek as the goal of an adventure, but as a possible NPC who
characters might encounter several times on this planet (assuming a sector
bound portion of a campaign) never knowing his true nature until the end of
a long story arc.
