We'll just be emitting gas here until you measure that AC input voltage.
You have two options.
1. Stay up all day and all night with a pencil and notebook, and record
readings every few minutes.
2. Get something that logs or records those readings, like a Dranetz.
Warning - a simple multimeter often doesn't take waveform into account. The
Dranetz does ("true RMS," or something close)
(BX is still supposed to be illegal in Manhattan, except to replace
existing BX. I think. EMT only. No Romex need apply (rats).
And never trust a landlord.
