There's probably 3 levels of HTML standards - 1.) Proprietary, such as FrontPage when using FrontPage extensions. 2.) Plain HTML that looks good in most browsers 3.) Fully standards compliant. Dreamweaver definitely falls in #2. Any new designer product such as Expression Web should be as close to #3 as possible and honor all the CSS markups.
