NDS makes it possible for you to think and work independently of
servers; you are beyond that now. Users don't have to log into a
server. Instead, they log into the NDS tree. They have access to
everything they need via the tree, regardless of the server these items
reside upon.
This means that unless you're looking at moving users to other
containers, the server they use won't be that critical to the users'
functionality. Move the users manually, taking the time to insure that
you find all the references to directories on the old server. You can
take your time doing this, because the move should be transparent to
the users.
If you are using Client32, make sure the users are logging into the
tree, and not the server. This will make the move simpler.
