and finally

One of the things I do at Netlink is monitor traffic levels on our
different networks. I busted phone companies who were throttling dsl users,
I brought the PUCO down on Windstream for advertising 6mb dsl lines that
couldn't perform above 4.1mb (and they finally gave in and removed the cap)
and currently I'm advising the PUCO on how the phone companies are now
using bandwidth dampening to try to slow down P2P users. (you get an
initial burst at full speed then it slows after 4-5 minutes to half speed)

Trust me when I tell you the P2P stuff is way more than anything I've seen
in these articles. And of the P2P stuff, video is the vast majority. It
really is reaching critical mass.
