Fucked if I know, I have thought this one thru quite a bit and I think you really need a lot more than that, including being able to put the cursor on a particular spot in the quoted block and have it break and reformat and requote each half, before and after the cursor point. You see lots of people, including Paul, do that very crudely with a fragment of a sentence left, because they are just crudely breaking the quoted block on a physical screen line basis.
