Trouble is thats a monster fucking can of worms. You really need
to completely reformat and requote quoted blocks, so much quoting
is such a mess. And doing that aint trivial.

Fucked if I know, I have thought this one thru quite a bit and I think
you really need a lot more than that, including being able to put the
cursor on a particular spot in the quoted block and have it break and
reformat and requote each half, before and after the cursor point.

You see lots of people, including Paul, do that very crudely with
a fragment of a sentence left, because they are just crudely breaking
the quoted block on a physical screen line basis.

So there is a lot more than just hard CRs to consider for decent
quoted block handling IMO.
