Charles, the states have the right to create their own laws, as long as they
don't conflict with existing federal law, and the constitutional rights
provided.
There is no "Martial Law" currently in force in the United States or in any

it's territorial possessions. Martial law subverts a person's basic rights

provided by the constitution, for a short period of time in times of
extenuating circumstances.
As Chief Joseph said, "The white man has many words to say what he wishes,
ut
it takes few words to speak the truth." By terming a set of rules you
disagree with, "martial law" you only work to prove his point. Please
understand the term before you use it.
