That is a single person work pod from the Denevan Spacedock Mitrieaux
Station. It's a mixed mode craft designed to work in vacuum and in an
pressurized zero G environment. Mitrieaux has the large air lokc in know
space and keeps three dry dock slips in a pressurized container, almost a
kilometer across.
Cycling the look is expensive, but Mitreaux Spacewerks claims that it pays
for itself by the efficieny of crews who can work in shirt sleeves.
Starfleet doesn't allow it's ships to be serviced in the
"Airdock" at Mitreaux Station, citing uncertainty in bathing open
hulls in a nitrogen/oxygen atmosphere.
Studies are currently on going, but the management of Terra-Baldur-Marduk
Space lines swear by it and are conducting talks with capital investors to
build an "Airdock" in Earth Orbit.
