It works the same way, yes..  On your ISP, the newsgroups should be the same 
as on all ISPs.  Newsgroups are newsgroups..  Also, though, one thing that 
can be done with newsgroups that can't is files.  People can attach files to 
their messages so other people can download them.  The files can even be in 
multi-part messages, so your news program can download all the parts and put 
them together and decode it into one file.
