It may be possible, I have not tried it, however my reference was from the 
IBM web site -

which is titled "Chapter 5. NetBIOS over TCP/IP (TCPBEUI)". That Chapter was 
written for OS/2 Warp Server, but it had enough detail so that I could adapt 
it to work on Warp Connect for me, and describes how to add NetBIOS over 
TCP/IP. On page 4 (of 15 pages) the method recommended is to add a new layer 
onto the existing card -
        "Note that the logical numbers of the protocol drivers must 
        be set differently although only one physical LAN adapter 
        is present."
It may be possible to configure and use NetBIOS over TCP/IP on just one layer 
but this may affect Local LAN NetBIOS operation. I have not tried the various 
options to confirm this however.
