I read all of your posts about this. There was a fundimental change to how 
packet files are handled in the Queue as of 3.99 SR2.

Downgrade to 3.99 SR1 temporarily and reproduce this scenario again.

If the problem is resolved, take a snapshot/backup in EXSI with the Queue 
empty. As in, no pending transactions. Then install SR2 and test it again.

Let me know what happens please...
