What you were hearing is probably one of the higher PL tones that the scanner 
wasn't filtering out.  Anyway, a parametric equalizer would be better than a 
graphic equalizer.  A parametric type has several tunable filters that can 
either notch or boost the frequency that it is tuned to.  You can also make 
the bands wide or narrow.  For a PL tone, just make a narrow notch on the PL 
frequency, for a "mushy" microphone, tune a high band filter for some gain.
  
Rane makes a good low-end parametric (SP-15 or RA-15 models) that they sell 
for sound reinforcement and broadcast use.  It will set you back about $550 
(depending on where you buy it) so it is well within the range of many 
scanner users.
  
Of course you will then want to follow the equalizer with a good amp... maybe 
something by Bose or Sherwood.  And speakers...  I suggest Altec A-7!  Ya, 
that's the ticket!    With that setup you could run more watts into the 
speakers than most agencies run into antennas!
