Nobody gets to sign a contract unless they have a following, if music
that's been signed doesn't sell it's because it's being marketed to the
wrong crowd.
So if the music industry worked by not "pushing" music but by
just offering as wide a range as possible and letting the music sell itself
perhaps the mechanics you describe would be forever changed. The web makes
this possible but the industry continues to resist any change because it's
not about just selling music, it's about control. Nobody in the music
business asks the customers what they want, they tell the customers what
they want.
