It is if you aren't sharing profits with the music industry. It's also
possible for more bands to make a living at music if the profits don't have
to be shared.

Releasing a CD consists of using your home computer to create an ISO file
for your shopping cart enabled website. Most bands release a CD long before
they are signed.
